White Country Gravy

3 Tbsp. instant or all-purpose flour
2 cups whole milk, warmed
1/2 tsp. ground black pepper, or to taste
1/2 tsp. salt, or to taste
1/4 tsp. onion powder (optional)
1/4 tsp. garlic powder (optional)

Directions
Make roux: Melt the butter in a small skillet or saucepan over medium-low heat. Whisk in the flour and cook for 2 minutes, whisking constantly; do not let the flour brown.
Add milk: While whisking, add the warm milk in a slow, steady stream. Cook for about 2 minutes or until the gravy thickens and begins to bubble, stirring slowly but constantly. Season with pepper, salt, and any of the desired optional seasonings. Serve immediately. White Country Gravy is delicious with fried chicken or country fried steak .
