Caramelized Soy Chicken and Ginger Garlic Broth Over Rice

4-5 chicken thighs skinless boneless
1 teaspoon Salt , pepper , paprika or cayenne
2 tablespoons neutral oil like canola or vegetable for cooking
Ginger Garlic Broth :
5 cloves garlic minced
1.5 tablespoons ginger minced/grated
3 tablespoons soy sauce
2 tablespoons brown sugar
1 tablespoon sesame oil
1 teaspoon chili flakes
2 CUPS chicken broth
Optional - to thicken mix 1 teaspoon corn starch with 1 tablespoon water
Garnish: green onions, cilantro, chili oil
4 cups cooked white rice like jasmine or basmati
