Birria Empanadas

CONSOME (BROTH):
16 chiles de arbol de-stemmed & boiled until softened
6 chiles de guajillo de-stemmed & boiled until softened
2 tomatoes boiled until skin peels
1/2 white onion
4 garlic cloves
4 cups of water from the boiled chiles
½ cup white vinegar
2 tsp oregano
2 tsp cumin
1 tsp black peppercorns
1 tsp salt
6 cloves
blend and strain into pot*
PREPARING THE BEEF:
3lbs of chuck roast cut into smaller chunks & seared on all sides
2 tbsp oil for searing beef
1 cup of additional water added to broth
¼ cup oil added to broth
1 cinnamon stick
2 bay leaves
pressure cook for 40 minutes or slow cook for 3 and ½ hours*
