Creamy Hatch Chile Chicken & Rice Soup

3-5 roasted Hatch chiles (peeled, chopped, seeds removed for less heat)
1 medium onion, chopped
3 cloves garlic, minced
1 cup white rice
4 cups chicken broth
2 cups water
1 cup heavy cream
2 tbsp olive oil
1 tbsp butter
1 tsp cumin
1 tsp smoked paprika
½ tsp oregano
1 tsp ground coriander
1 tsp salt
1 tsp white pepper
1 bay leaf
Juice of 1 lime
Fresh cilantro, for garnish
