Chili con Carne

3 lbs. Ground beef
4 medium onions, sliced
2 (28 oz.) can tomatoes
2 (6 oz.) can tomato paste
2 c. water
2 (16 oz.) can red kidney beans (or chili beans)
4 tbsp. Diced green pepper
4 cloves garlic, minced
4 tsp. Salt
4 tsp. Oregano
4 tsp. Chili powder
1 tsp. Crushed red pepper, or to taste
2 bay leaf
Instructions
Combine first two ingredients in a Dutch oven or large saucepan. Brown meat; drain off fat. Add remaining ingredients; stir to blend. Cover and simmer 1 ½ hrs., stirring occasionally.
