Ground Beef Chow Mein Noodles Casserole

1 lb ground beef
1 small onion, finely diced
2 stalks celery, thinly sliced
1 small carrot, shredded (optional)
2 cloves garlic, minced
1 can (10.5 oz) cream of mushroom soup
1 can (10.5 oz) cream of chicken or celery soup
1/2 cup milk
2 tbsp soy sauce
1 tsp sesame oil (optional)
1/2 tsp garlic powder
1/2 tsp onion powder
1/2 tsp black pepper
1 can (8 oz) sliced water chestnuts, drained (optional)
3 cups dry chow mein noodles, divided

Heat oven to 350 F (175 C). Lightly grease a 9 by 13 inch baking dish.
In a large skillet over medium high heat, cook the ground beef, breaking it up, until browned, about 5 to 7 minutes. Drain extra grease if needed.
Add onion and celery to the skillet and cook 3 to 4 minutes until slightly softened. Stir in carrot if using and cook 1 minute. Add garlic and cook about 30 seconds.
Turn heat to medium. Stir in cream of mushroom soup, cream of chicken soup, milk, soy sauce, sesame oil, garlic powder, onion powder, and black pepper. Mix until smooth and bubbly.
Add water chestnuts if using and 2 cups of the chow mein noodles. Stir until everything is coated in the creamy sauce. Taste and adjust seasoning.
Spread the mixture into the baking dish in an even layer. Sprinkle the remaining 1 cup chow mein noodles evenly over the top for a crunchy crust.
Bake 25 to 30 minutes, until the casserole is hot and bubbly and the noodles on top are golden and crisp. Let sit 5 minutes, then scoop and serve.
